Inauguration of the Implementation of Electronic Land Certificate Services in West Papua, Land Services are More Efficient, Effective and Transparent, Manokwari, Papua.

Based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Number 3 of 2023 concerning Issuance of Electronic Documents in Land Registration Activities.

The West Papua Province BPN Regional Office (Kanwil) inaugurated the Implementation of Electronic Land Certificate Services at nine Land Offices (Kantah) within the West Papua Province BPN Regional Office, Wednesday (17/07/2024) at the West Papua Province Auditorium.

It is hoped that this digital service transformation can make public services in the land sector more efficient, effective and transparent.

“I hope that the inauguration of the implementation of the Electronic Land Certificate service is not just ceremonial.

We hope that this system can have a better impact on certificate holders.

“Both in terms of security, convenience and transparency,” said the Secretary General of the Ministry of ATR/BPN, Suyus Windayana online.

Based on data from the Ministry of ATR/BPN in the last five years, there has been a significant increase in electronic service processes, namely around 30%-40% of services.

In this way, there is also an increase in Non-Tax State Revenue (PNBP). Therefore, Suyus Windayana appealed to ATR/BPN employees to always promote electronic services to the public and adapt to technology.

“So changing management with digital data, the issuance of Electronic Land Certificates is not just a matter of digital transformation.

But I also hope that there will be a change in the work culture and mindset of friends at the ATR/BPN Ministry or in Kantah.

“We must be responsive and adaptive to increasingly rapid technological developments,” said Suyus Windayana.

Acting The Governor of West Papua, Ali Baham Temongmere, highly appreciated the digital transformation steps that have begun to be implemented in West Papua.

“The West Papua Provincial Government will of course continue to support this digital transformation effort in various land services.

Because with the conversion of analog certificates to electronic land certificates, people no longer need to be afraid of losing or damaging the certificate.

“Apart from that, this service and Electronic Land Certificate of course also aims to realize the modernization of government services in the land sector,” said Acting.

Governor of West Papua. Head of the West Papua Province BPN Regional Office, John Wiclif Aufa stated that West Papua is the first region to implement the Electronic Land Certificate service in Eastern Indonesia.

With the inauguration in nine Kantahs, namely Kantah Manokwari Regency, Sorong Regency, Fak-Fak Regency, Raja Ampat Regency, Kaimana Regency, South Sorong Regency.

Teluk Bintuni Regency, Teluk Wondama Regency, and Tambrauw Regency, with the addition of one Kantah, namely Sorong City Kantah whose inauguration took place on June 19.

So a total of 10 Kantah in West Papua and Southwest Papua are ready to serve electronic-based services.

On the same occasion, 47 Electronic Land Certificates were handed over, consisting of Certificates of Use Rights for State-Owned Entities (BMN).

As well as Certificates of Ownership Rights from the Complete Systematic Land Registration (PTSL) and Land Redistribution programs.
