When opening the agenda for the Development of Controlling the Conversion of Rice Fields in Central Java.

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is trying to realize food security through the Protected Rice Fields (LSD) program.

The Minister of ATR/Head of BPN, Agus Harimurti Yudhoyono (AHY) has also emphasized the role of LSD in protecting rice field ecosystems so that they are not converted.

These rice fields are a source of food production, the need for which always increases as the human population increases. This was conveyed by Plt. Director General of Land and Space Control and Order (Dirjen PPTR), Jonahar.

“Currently, if we look at global and regional geopolitical developments, the threat of a food crisis is a real challenge that must be watched out for,” he said.

When opening the agenda for the Development of Controlling the Conversion of Rice Fields in Central Java Province and the Special Region of Yogyakarta (DIY), Thursday (01/08/2024) at the Novotel Hotel, Semarang City.

Expert Staff for Regional Development, Budi Situmorang, explained that one of the obstacles in protecting rice fields is that there are many regulations related to land protection, but they are not working optimally.

“This is because there are several things that have not been implemented in Law 41 of 2009 concerning the protection of Sustainable Food Agricultural Land (LP2B) in the Spatial Planning,” he explained.

Meanwhile, Expert Staff for Community Participation and Regional Government, Yulia Jaya Nirmawati, said that the issue of food security should be a common concern.

Moreover, rapid human growth is often not accompanied by food readiness and the availability of clean water.

“The involvement of local governments through the LSD Map can be used by local governments in determining sustainable food agriculture areas in the Spatial Planning.

“Regional governments can regulate and designate rice fields as areas that must be protected through spatial planning,” said Yulia Jaya Nirmawati.

Regarding land protection regulations, Director of Land Rights Control, Land Conversion, Islands and Certain Areas. Andi Renald said that in order to strengthen agricultural land protection, derivative regulations need to be formulated.

“Like the stipulation of Regulation of the Minister of ATR/Head of BPN Number 2 of 2024 concerning Procedures for Implementing Rice Field Data Verification of Land and Spatial Planning Data.

Determining a map of protected rice fields, and providing recommendations for changes in land use on protected rice fields.

“Apart from that, there are also technical instructions for recommendations for changes in land use into regulations in providing criteria for providing recommendations for changes in land use,” concluded Andi Renald.
