Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Agus Harimurti Yudhoyono (AHY) will open the first International Conference on Customary Land Registration in Indonesia, Thursday (05/09/2024).
The event held on 4-7 September in Bandung City raised the theme “Best Practices of Ulayat Land Registration in Indonesia and ASEAN Countries: Socialization of Ulayat Land in Indonesia”.
Registration of customary land is an important milestone in realizing protection for Customary Law Communities in Indonesia. In this conference.
The ranks of the Ministry of ATR/BPN will share stories of best practices in efforts to register customary land for Customary Law Communities in Indonesia.
In addition, this activity is also a means for the Ministry of ATR/BPN to socialize the importance of active involvement of all related parties in registering customary land in Indonesia.
Thus, what is being done by Minister AHY together with the ranks of the Ministry of ATR/BPN is part of the commitment to carry out President Joko Widodo’s direction to accelerate Agrarian Reform.

Thus, the Customary Law Community in Indonesia can finally have legal certainty over the land they have inhabited for generations since hundreds of years ago.
This is a form of state effort to provide protection to the Customary Law Community which has so far seemed marginalized from its surroundings.
For information, this International Conference was attended by envoys from governments of various countries who are also concerned about the customary land of the Customary Law Community, such as Thailand, Malaysia, Timor Leste, Laos, and the Philippines.
This activity was also attended by various international Civil Society Organizations (CSOs) who also fought for the rights of the Customary Law Community, especially those related to land ownership, including the World Resources Institute (WRI) Global, Lincoln Institute, Food and Agricultural Organization (FAO), World Bank, as well as representatives of the government and NGOs.
On a separate occasion, the Director General of Land Rights Determination and Registration (Dirjen PHPT), Asnaedi said that this international conference was a means of exchanging information and knowledge regarding best practices for implementing customary land registration in Indonesia.
“This activity also aims to build synergy and collaboration with all related parties as an effort to protect customary law communities over their customary land,” he said when interviewed on Tuesday (04/09/2024).
Regarding the implementation of customary land registration, the Ministry of ATR/BPN has carried out customary land inventory and identification activities since 2021-2023.
As of 2023, it has been obtained that the potential existence of customary land is known to be around 3.8 million hectares of customary land spread across 16 provinces where customary land inventory and identification are carried out.
“The 16 provinces include West Sumatra, North Sumatra, South Sumatra, Riau, Riau Islands, Jambi, Aceh, Central Kalimantan, East Kalimantan, South Kalimantan, West Kalimantan, Bali, East Nusa Tenggara (NTT), Central Sulawesi, Papua, and West Papua,” explained Asnaedi.
Starting the series of events, Minister AHY will open the inauguration of the exhibition or exhibition booth which will be attended by several representatives of the Customary Law Community.
Some of them are representatives of the Baduy Customary Law Community, Kampung Naga, Dayak Iban Sungai Itik, Dayak Menua Kulan, Dayak Sami, the Tanjung Bonai Village Customary Council (KAN), Mukim Siem, Mukim Seulimeum, Sungai Penuh City, and Asah Duren Customary Village.
This moment can be an opportunity for the Indonesian Customary Law Community to be able to show the cultural diversity that they have.
This is also a means for the Ministry of ATR/BPN in each region to synergize and collaborate with various parties to be able to help socialize and assist in the implementation of the registration of their customary land.
