Entering the end of 2024, the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid revealed the achievements of the Regional Spatial Planning (RTRW) and Detailed Spatial Planning (RDTR) throughout Indonesia.

He also conveyed the importance of RDTR to create an investment climate and facilitate the issuance of business permits.

“Every investment that wants to come in, every business that wants to come in, before going through business licensing, there is a KKPR (Conformity of Spatial Utilization Activities) approval.

The basis of KKPR is RDTR. If there is an RDTR, a maximum of 14 days when the documents are declared complete can be completed.

Now this is to facilitate the investment climate in Indonesia,” said Minister Nusron in the Coordination Meeting for the Acceleration of the Preparation of RTRW and RDTR at the Ministry of Home Affairs Office, Jakarta, Monday (16/12/2024).

The Minister of ATR/Head of BPN said that until December 2024, there are 34 Provincial RTRWs out of a total of 38 provinces in Indonesia.

“It is time for the 34 provinces to revise the Regional Regulation (Perda) on the Provincial RTRW because it is a maximum of once every five years.

Of the 415 regencies, there are already around 412 Regency RTRWs, and of the 93 cities, there are already 91 City RTRWs,” he said.

Regarding the RDTR, he said that the target for regional governments is 2,000 RDTRs.

For this reason, the role of regional governments is needed, both governors, regents, and mayors to encourage the acceleration of the preparation of the RDTR.

“If Indonesia wants to be stable and normal, there must be at least 2,000 RDTRs. Of the 571 RDTRs, only 309 RDTRs are integrated with OSS (Online Single Submission).

We ask for help from the Ministry of Home Affairs to help us,” said Minister Nusron.

Minister of Home Affairs, Tito Karnavian on the same occasion responded to the appeal to accelerate the preparation of the RTRW and RDTR.

He instructed each regional secretary (Sekda) as Chair of the Spatial Planning Forum to immediately resolve problems in the field.

“RDTR determines where protected forests, green belts, food areas, commercial areas, residential areas, public facilities, every province, district, city must have an RDTR like that.

This is a concern, namely the rapid movement of regional heads, especially the Regional Secretary, the main implementer is the Regional Secretary,” explained Tito Karnavian.

Present to accompany Minister Nusron on this occasion, the Director General of Spatial Planning, Dwi Hariyawan and the Director General of Determination of Land Rights and Registration, Asnaedi.

Also present, Plt. Head of the Central Statistics Agency, Amalia Adininggar Widyasanti and Head of the Indonesian Quarantine Agency, Sahat M. Panggabean; as well as 1,000 participants from local governments online.
