Deputy Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Reviews “MEMBARA” Innovation in Kosambi: Bringing Land Services to the Edge of the Region

The Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (ATR/BPN) conducted a working visit to Kosambi District, Tangerang Regency, to observe firsthand.

The mobile land service innovation initiated by the Tangerang Regency Land Office MEMBARA, an acronym for “Mendekat Merapat Bersama Rakyat” (Coming Closer to the People).

This program demonstrates the government’s presence truly on the ground, providing land services directly to the community, especially in remote and hard-to-reach areas.

During the visit, the Head of the Tangerang Regency Land Office, Yayat Ahadiat Awaludin, explained the background of this innovation to the Deputy Minister of ATR/BPN.

He stated that Tangerang Regency’s area of over 95,000 hectares, spanning 29 sub-districts, 28 urban villages, and 246 villages, demands new ways of working that are not solely dependent on office space.

“It’s not the people who come to us, but we who must be present among them,” Yayat said, pointing out the mobile service locations implemented under the MEMBARA program.

The Deputy Minister of ATR/BPN appreciated this progressive step as a concrete manifestation of the spirit of bureaucratic reform.

He stated that innovations like MEMBARA demonstrate the bureaucracy’s commitment to the common people who are often outside the reach of the system.

“We can’t wait for the people to come. We must approach them, connect with them, and serve them. MEMBARA is an example to be emulated,” the Deputy Minister emphasized with appreciation.

Similar appreciation came from representatives of the Indonesian Ombudsman and the Head of the Banten Province BPN Regional Office, who considered this program to be evidence of responsive and humane public services.

From behind the heat of the service tents in the field, from the greetings of coastal residents and remote villages, the MEMBARA spirit burns.

Uniting bureaucracy and the people without barriers, with services that no longer wait, but come to them.

Because for the Tangerang Regency Office, innovation isn’t about sophisticated technology—it’s about the courage to be closer and more caring.
