Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, emphasized the importance of completing the Detailed Spatial Planning Plan (RDTR) and clean and clear land status as the initial gateway for investment.
In the Coordination Meeting (Rakor) for Strengthening the East Java Village Economy, he appealed to regional governments (Pemda) throughout East Java to immediately complete the RDTR targets that have been set.
“We ask the Governor, the Regent and the Mayor to jointly complete the RDTR.
We are accelerating the licensing process called Ease of Doing Business, so there must be an RDTR that is connected to the OSS (Online Single Submission),” said Minister Nusron in a meeting held at the Grahadi Building, Surabaya, Sunday (09/03/2025).
He explained that with this system, the issuance time for the Suitability of Spatial Utilization Activities (KKPR) will be faster.
“The RDTR process can take 6 to 8 months, but if the RDTR is completed and integrated with OSS, the KKPR can be completed in 2 hours,” said the Minister of ATR/Head of BPN.
Until now, the completion of RDTR in East Java has only reached 19% of the target.
It is recorded that from the target of 464 RDTRs, only 86 Perda/Perkada RDTRs are available. Meanwhile, RDTRs integrated with OSS have only reached 37 RDTRs.
To accelerate the preparation of RDTRs, Minister Nusron emphasized the importance of close coordination between the Ministry of ATR/BPN and the Regional Government.
According to him, strong synergy between the two parties will be the key to success in land and spatial planning management.
“With stronger synergy, land and spatial planning targets are not just numbers on paper, but become a reality that can improve people’s welfare and strengthen the regional economy,” said the Minister of ATR/Head of BPN.
The local government is referred to by Minister Nusron as a party that plays a very strategic role in implementing land and spatial planning policies.
Therefore, he invited collaboration to create good spatial planning throughout the region.
With good cooperation, it is hoped that the investment sector in East Java can develop rapidly, bring positive impacts to the economy, and improve the welfare of the local community.
This coordination meeting was held with the theme “Land and Spatial Planning Policies and Services to Drive the National Economy”.
Present on the occasion were the Governor of East Java, Khofifah Indar Parawansa; Deputy Governor of East Java, Emil Dardak; and the Regents and Mayors in East Java Province.
Also accompanying Minister Nusron were the Head of the East Java Province BPN Regional Office, Asep Heri and his staff.
