Launching Electronic Transfer of Rights Service at Tangerang City Land Office, Ministry of ATR/BPN Accelerates Land Services.

In an effort to improve the quality of land services, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has again launched the Electronic Transfer of Rights Service at the Tangerang City Land Office, Tuesday (04/22/2025).

Expert Staff for Information Technology, Dwi Budi Martono, said that this electronic transfer of rights service is the key to accelerating services to the public and increasing legal certainty.

“We prioritize this digital transformation because this Transfer of Rights service is the three largest services, in addition to the Checking and Mortgage Rights services.

If these three are electronic, we will be able to accelerate services to the public,” said Dwi Budi Martono after opening the Launching of the Electronic Transfer of Rights Service at the Tangerang City Land Office.

According to him, Transfer of Rights through the Land Deed Official (PPAT) has a major role in the process of improving the quality of services. The Ministry of ATR/BPN will continue to conduct routine communication with stakeholders.

“Of course, as has been done by the City of Tangerang, we always communicate routinely with PPAT to discuss and update the latest information so that problems can be resolved together,” said Dwi Budi Martono.

The Expert Staff for Information Technology targets the implementation of Electronic Transfer of Rights in 2025 to reach 50% of the total number of Land Offices spread throughout Indonesia. Currently, there are around 33 Land Offices that are pioneers in implementing this service.

“After this, all must have Electronic Transfer of Rights services. I hope there is no ‘reverse gear’, we must go there. So don’t switch backwards again,” said Dwi Budi Martono.

The Head of the Regional Office (Kanwil) of the BPN of Banten Province, Sudaryanto, on this occasion revealed that the City of Tangerang is the second city in Banten Province that has implemented Electronic Transfer of Rights services, after the City of Cilegon.

In general, he emphasized the importance of cooperation between the Ministry of ATR/BPN and PPAT for the success of the implementation of this service.

“BPN Banten Province is optimistic that it can improve the quality of land services and provide benefits to the community,” concluded Sudaryanto.

On that occasion, the Head of Pusdatin, Spatial Planning and LP2B, I Ketut Gede Ary Sucaya, was present, who socialized the electronic reporting of deeds and transfers, in front of 160 IPPAT members.

Also present were the Head of the Tangerang City Land Office, Heri Mulyanto; Head of the South Tangerang City Land Office, Shinta Purwitasari; and the Chairperson of the Tangerang City IPPAT Regional Management, Andria Wati Salimah.
