Tangerang Regency Regional Secretary (Sekda), Soma Atmaja, led the Semun morning assembly for employees held at the Raden Aria Yudhanegara Ceremony Field on Monday (November 24, 2025).

In his address, Sekda Soma emphasized that the 2026 Regional Budget (APBD) will be implemented in challenging fiscal conditions due to changes in the central government’s policy on Transfers to Regions (TKD).

Therefore, he urged all Regional Apparatus Organizations (OPD) to be prepared and implement various breakthroughs without compromising the quality of public services.

“Next year’s situation will be slightly different and challenging.

With the changes in the TKD policy, we must all be ready to adapt.

We must be able to tighten budgets and increase efficiency without compromising the quality of public services,” Soma concluded.

He also emphasized the importance of optimizing Regional Original Revenue (PAD) and other potential revenue sources as a step to strengthen regional fiscal capacity.

He urged regional agencies such as the Regional Revenue Agency (Bapenda), the Regional Revenue Agency (DTRB), and the Regional Revenue Agency (DBMPTSP) to continue strengthening data integration and following up on the Supreme Audit Agency (BPK) recommendations to ensure more accurate and expeditious tax collection.

“We have a lot of potential tax revenue from developed buildings and land.

Integrated data between Bapenda, DTRB, and DBMPTSP is key.

Once the data is complete, tax follow-up can be executed more quickly,” he emphasized.
He also emphasized the importance of preparedness for all potential disasters at the end of the year.

According to him, floods and tornadoes are the two most frequent disasters in Tangerang Regency, requiring careful cross-sectoral preparedness.

“We must remain vigilant. Floods are a near-regular occurrence in several areas, and tornadoes also occur frequently.

If an incident occurs, the Regional Disaster Management Agency (BPBD), sub-district heads, and other relevant regional government agencies (OPDs) must deploy quickly, supported by the Indonesian Red Cross (PMI), Tagana (National Disaster Management Agency), and all volunteers,” he said.

He also stated that Government Employees with Work Agreements (P3K) are automatically registered as part of the State Civil Apparatus (ASN).

They are members of official parent organizations, such as the Indonesian Teachers’ Association (PGRI) for teachers and the Indonesian Civil Servant Association (Korpri) for ASN.

“There are no other forums outside of PGRI and Korpri. P3K is part of our ASN, part of our Korpri.

Everyone must be affiliated with an official organization,” he emphasized.
