90% OF INDUSTRIAL AREAS IN SPATIAL PLANNING HAVE NOT BEEN UTILIZATION.

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has determined various categories of areas, including industrial areas in the Detailed Spatial Plan (RDTR).

The Director General (Dirjen) of Spatial Planning, Suyus Windayana, revealed that from the industrial areas that have been determined, there are still many opportunities that can be utilized optimally.

This potential is considered to be a strategic opportunity for investment and national economic growth.

“More than 90% of the industrial area land that has been determined in spatial planning has not been utilized.

This shows that there are still very large investment opportunities in this sector,” said Suyus Windayana, in the National Dialogue of the 9th National Conference of the Indonesian Industrial Area Association (HKI), in Kuningan, Jakarta, Thursday (19/06/2025).

For example, based on data from the Ministry of ATR/BPN, on the island of Sumatra there are around 185,412 hectares of land that have been allocated for industrial areas, but only 13,000 hectares or around 7% have been utilized.

Meanwhile, on the island of Java, of the total 350,539 hectares available, only around 34,000 hectares or 9.75% have been utilized.

“Even though the space is already available in the Spatial Plan, our challenge lies in its execution. Starting from the Spatial Utilization Activity Suitability (KKPR) permit, RDTR readiness, to land control. This is what we are currently pushing for acceleration,” said Suyus Windayana.

A number of challenges faced in optimizing industrial areas include incomplete KKPR permits, slow integration of RDTR into the Online Single Submission (OSS) system, and obstacles in the land acquisition and release process.

The Director General of Spatial Planning said that the government is targeting the preparation and integration of 2,000 RDTRs into the OSS as part of the strategy to accelerate business licensing.

However, until mid-2025, only 367 RDTRs have been successfully integrated, while the rest are still in the process of synchronization and digitization.

As a form of concrete support, the Ministry of ATR/BPN continues to assist regional governments (Pemda) to create RDTRs.

The assistance provided ranges from budget to technical assistance in preparing RDTRs.
