He emphasized that the replacement land belongs to the applicant, not the government.

The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, has asked all regional heads in West Java to revise their spatial planning, both the Regional Spatial Plan (RTRW) and the Detailed Spatial Plan (RDTR).

This is to prepare to meet the target of 87% of Raw Paddy Fields (LBS) designated as Sustainable Food Agricultural Land (LP2B) by 2029.

This is stipulated in Presidential Regulation (Perpres) Number 12 of 2025 concerning the National Medium-Term Development Plan (RPJMN).

“We ask for your help, ladies and gentlemen. Let’s work together for those who have submitted their LP2B but haven’t reached 87 percent.

Revise (their spatial planning, ed.),” urged the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (BPN) in a Coordination Meeting with all Regional Heads across West Java, held at Gedung Sate, Bandung City, on December 19, 2025.

For those facing obstacles in preparing their Spatial Plans, including budgeting, Minister Nusron expressed his willingness to support local governments.

This way, regions whose spatial planning has not yet allocated LP2B can be resolved promptly.

“If there are fiscal obstacles in preparing your spatial planning, please contact the Director General of Spatial Planning directly.

Next year, we will receive a budget from the Ministry of Finance to complete 600 RDTRs. Please submit your proposals so that they can be completed,” said Minister Nusron, who was present accompanied by the Director General of Spatial Planning.

The government considers the LP2B (Land Use and Development Agency) to be crucial in achieving food security. Minister Nusron emphasized that the conversion of LP2B land is not permitted. There are special exceptions for National Strategic Projects (PSN), and public interest projects are permitted under strict conditions.

According to Law Number 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land, the conversion of LP2B land must be accompanied by detailed land replacement.

For irrigated land, the replacement must be at least threefold, with the same productivity level.

Meanwhile, reclaimed swampland must be replaced at least twofold, and non-irrigated land onefold.

He emphasized that the replacement land belongs to the applicant, not the government.

“Applicants are required to find replacement land that is not rice paddies to be converted into rice paddies.

Do not seek new rice paddies because they are meaningless,” Minister Nusron emphasized.

He also firmly reminded that there are criminal sanctions for those who violate these provisions. Based on Article 72 of Law Number 41 of 2009,

Violations of the LP2B conversion without fulfilling land replacement obligations are punishable by up to five years in prison.

This sanction applies not only to applicants but also to permit issuers and officials who allow violations to occur, including regional heads.

As part of the Coordination Meeting, the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (BPN) also witnessed the signing of a Memorandum of Understanding between the Governor of West Java,

the Head of the West Java Provincial BPN Regional Office, the President Director of PTPN I, and Perum Perhutani regarding Synergy in the Implementation of Forest and Land Rehabilitation in West Java Province.

In addition, Minister Nusron also presented certificates to several recipients along with the Governor of West Java, Dedi Mulyadi. Also present were the Director General of Planning at the Ministry of Forestry and representatives from several relevant ministries/institutions.
