Rising land values ​​have the potential to trigger conflict, especially for waqf land that lacks legal certainty or when the waqf owner has passed

The Head of the Banten Province Regional Office of the National Land Agency (BPN), Harison Mocodompis, received a working visit from the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, to expedite the certification of waqf land, on February 21, 2026.

His visit to Banten Province began with a visit to the Abuya Dimyathi Islamic Boarding School in Cidahu Village, Cadasari District, Pandeglang Regency.

He attended a religious study session with Abuya Muhtadi and the students. Minister Nusron then performed Friday prayers at the Al-Bantani Grand Mosque, KP3B, accompanied by Banten Governor Andra Soni and his staff.

At the Banten Province MUI Hall, Minister Nusron presented 13 waqf land certificates for houses of worship and religious educational institutions and witnessed the signing of an acceleration cooperation agreement.

The waqf land certification was carried out between the Banten Province National Land Agency (BPN) Regional Office, the Banten Provincial Nahdlatul Ulama (NU) Regional Leadership Council (PWNU), and the Banten Provincial Land Office.

In his remarks at the Waqf Land Certification Coordination Meeting, Minister Nusron revealed that Banten Province has approximately 24,000 places of worship, consisting of approximately 9,000 mosques and 12,000 prayer rooms (musholla).

Of this number, 15,000 waqf lands have been registered in the Siwak (Waqf Information System), and approximately 8,500 of them already have certificates.

This means that approximately 57% of waqf land in Banten has been certified.

“I hope the remaining uncertified land can be completed next year,” said Minister Nusron.

He also explained that one of the main obstacles in the waqf land certification process is the low awareness of the nadzir (waqf administrators) and the large number of waqf donors who have passed away.

“The main problem is awareness, and many waqf owners have passed away, while the waqf inheritance administration (AIW) is incomplete or missing,” said the Minister.

According to him, Banten Province has high economic growth and many National Strategic Projects (PSN).

“If certification and legal certainty are not immediately completed, while land prices continue to rise, I fear conflict will arise,” he said.

Therefore, the Ministry of ATR/BPN is inviting the Indonesian Ulema Council (MUI), Muhammadiyah, Nahdlatul Ulama (NU), and the Indonesian Mosque Council (DMI) to work together to expedite the waqf land certification process.

“Therefore, I ask for your help in this matter, Minister Nusron. The government is also preparing a waqf isbat mechanism in collaboration with the Ministry of Religious Affairs and religious courts to resolve administrative issues for waqf land that has not been properly documented.

Responding to this, Harison stated that the signing of the cooperation agreement is one way to expedite the process, as directed by the Minister of ATR/BPN.

“The signing of the MoU, witnessed by the Minister and the Governor of Banten, demonstrates our commitment to ensuring that all waqf land in Banten is certified.

We will implement similar MoUs with other religious organizations in the future,” he explained.

The event was also attended by the Chairman of the Banten Indonesian Ulema Council (MUI), Bazari Syam; and the Head of the Regional Office of the Ministry of Religious Affairs, Amrullah, Head of the Public Relations and Protocol Bureau.
