The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is currently drafting revisions to several regulations regarding spatial planning to make them more responsive to the challenges of disasters and climate change.
These adjustments include revisions to Government Regulation (PP) Number 13 of 2017 concerning the National Spatial Plan and PP Number 21 of 2021 concerning the Implementation of Spatial Planning.
“The most important (spatial planning) issue now is how to be resilient to disasters and climate change.
So, going forward, we really want that to be included in the national spatial planning,” said the Director General of Spatial Planning, Suyus Windayana, during a briefing session at the Ministry of ATR/BPN’s National Working Meeting (Rakernas) in Jakarta, Monday (December 8, 2025).
The need for this change is also based on Law Number 59 of 2024 concerning the 2024-2045 National Long-Term Development Plan (RPJPN), which ensures that spatial planning has detailed and dynamic data.
“In the future, the national spatial plan will be able to include information related to potential disaster challenges and climate change.
We have calculated, based on data from the BMKG (Meteorology, Climatology, and Geophysics Agency) and the Ministry of Public Works, where faults are located, where earthquakes occur, and what rainfall is expected.
So, going forward, we really want to ensure that the carrying capacity and capacity of the region are ready to handle disasters,” said Suyus Windayana.
He also pushed for the inclusion of the Strategic Environmental Assessment (KLHS) in national spatial planning.
“This LHS assessment must be at the beginning, not later. So I will see how the environmental assessment is handled.
This will be included in the revision of Government Regulation 21 of 2021 and the National Spatial Plan,” explained Suyus Windayana.
This presentation session by the Director General of Spatial Planning was part of a series of activities at the National Working Meeting of the Ministry of ATR/BPN, which took place from December 8 to 10, 2025.
The National Working Meeting was attended by a total of 471 participants, including Middle and Primary High-Level Officials, Regional Office Heads, and several Land Office Heads. The aim was to improve the quality and expedite the completion of land service documents.
The 2025 National Working Meeting briefing session was moderated by Deni Santo, Expert Staff for Bureaucratic Reform.
Also providing briefings were the Director General of Land and Spatial Surveying and Mapping, Virgo Eresta Jaya; the Director General of Land Rights Determination and Registration,
