Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, handed over 42 certificates for the Combat Training Center (Puslatpur) of the Indonesian Army’s Doctrine, Education, and Training Command (Kodiklat TNI AD) at the Puslatpur Hall, East Ogan Komering Ulu (OKU) Regency, Wednesday (12/03/2025).
The total area of the Land Use Rights Certificate in the name of the Government of the Republic of Indonesia c.q. Ministry of Defense, reaches 32,782.5 hectares, which means that Puslatpur is the largest in Asia.
“The certificates here are just the beginning. Once we became Minister of ATR/Head of BPN, we coordinated with the Minister of Defense, TNI Commander, Army Chief of Staff, Navy Chief of Staff, and Air Force Chief of Staff.
We received a pile of documents on TNI asset issues, totaling 649 points that we had to resolve.
There are so many. Therefore, we will slowly resolve them one by one,” said Minister Nusron in his speech.
In a period of three months, the team from the Ministry of ATR/BPN together with the Ministry of Defense and the TNI have succeeded in resolving 92 cases.
Of the total 649 points, 126 of them are related to the Indonesian Army, while the majority are under the Ministry of Defense.
To safeguard state assets without ignoring the interests of the community, the Minister of ATR/Head of BPN proposed a Management Rights (HPL) scheme for all TNI land assets.
“This HPL is the highest right in a land certificate in Indonesia. As long as Indonesia still exists, the HPL status will remain attached to the land,” he emphasized.
According to him, HPL will provide legal certainty for the TNI while opening up opportunities for the community who have long occupied the land.
As a solution, on HPL land, the community can be given the Right to Cultivate (HGU) or Right to Use, with the approval of the HPL holder, namely the TNI.
“The spirit is that state assets must not be lost, but the state must also not be hostile to its people.
The TNI must embrace and protect the people because the TNI was born from the people,” said Minister Nusron.
The Chief of Staff of the Indonesian Army, General Maruli Simanjuntak, welcomed the solution provided by Minister Nusron.
He also committed that, in addition to fixing assets, the TNI would prioritize the interests of the community. “We will also fix this so that it is really the community that uses the land,” he said.
“Thank you, there are so many ideas given by the Minister regarding the technicalities.
We will try our best that how this land will produce must be more dominantly pro the surrounding community.
We will ensure that,” concluded General Maruli Simanjuntak.
Present on this occasion were the Governor of South Sumatra, Herman Deru; Commander of the II Sriwijaya Military Command, Major General TNI Ujang Darwis; Commander of the Army Education and Training Command, Lieutenant General TNI Mohammad Hasan; and the Regent and Forkopimda of OKU Raya.
Also accompanying Minister Nusron were the Special Staff for Strategic Communication and Inter-Institutional Cooperation, Muda Saleh; Head of the Public Relations Bureau, Harison Mocodompis; and Head of the South Sumatra Province BPN Regional Office, Asnawati and staff.
